Plusieurs Kinois se voient contraints de marcher aux heures de pointe, faute de trouver un taxi.<\/strong><\/p>\n\n\n\n<p>Dans le but de permettre aux v\u00e9hicules de circuler sans trop d\u2019embouteillages, plusieurs arr\u00eats de bus ont \u00e9t\u00e9 quasi-supprim\u00e9s ou d\u00e9plac\u00e9s. Les bifurcations permettant aux conducteurs des v\u00e9hicules de transport en commun de faire demi-tour pour rejoindre les arr\u00eats ont \u00e9galement \u00e9t\u00e9 supprim\u00e9es dans le cadre de ce dispositif. De Magasin-Kintambo \u00e0 la Place Royale, il devient de plus en plus difficile d\u2019utiliser les bifurcations, \u00e0 l\u2019exception du rond-point Socimat. Cons\u00e9quence : raret\u00e9 des transports en commun et attroupements des Kinois aux arr\u00eats de bus. Des centaines de Congolais ont d\u00fb marcher, lundi 11 novembre, faute de transports disponibles.<\/p>\n\n\n\n<p>\u00ab C\u2019est nous qui sommes sacrifi\u00e9s dans ce dispositif \u00e0 sens unique altern\u00e9. Ils ont pr\u00e9f\u00e9r\u00e9 privil\u00e9gier les v\u00e9hicules priv\u00e9s au d\u00e9triment du transport en commun \u00bb, a r\u00e9agi Jean-Pierre Kombe. Ce dernier raconte avoir pass\u00e9 trois heures pr\u00e8s de l\u2019H\u00f4tel de Ville de Kinshasa, dans l\u2019espoir d\u2019attendre un bus pour Pompage, dans l\u2019Ouest de la capitale. Finalement, il a d\u00e9cid\u00e9 d\u2019exp\u00e9rimenter, malgr\u00e9 lui, les vertus de la marche, esp\u00e9rant croiser un taxi allant dans sa direction. D\u2019autres transporteurs ont tripl\u00e9 le prix de la course sur certains itin\u00e9raires. Aux heures de pointe, l&rsquo;itin\u00e9raire Zando-UPN est factur\u00e9 entre 5000 et 6000 FC, alors qu&rsquo;il co\u00fbte g\u00e9n\u00e9ralement entre 2500 et 3000 FC. Quant \u00e0 l\u2019itin\u00e9raire Zando-Pompage, qui co\u00fbte normalement 2500 FC, il est port\u00e9 \u00e0 5000 FC l\u2019apr\u00e8s-midi.<\/p>\n\n\n\n<p>Le paradoxe de ce dispositif est que les embouteillages persistent sur certains axes. Par exemple, une partie du tron\u00e7on du Tourisme \u00e0 Magasin-Kintambo est constamment embouteill\u00e9e aux heures de pointe. Il en va de m\u00eame au niveau de Socimat, pr\u00e8s de l\u2019ambassade de France et de la Place Mandela, sur le Boulevard du 30 Juin. Dans certains axes congestionn\u00e9s, un Congolais, dont la photo a \u00e9t\u00e9 largement partag\u00e9e lundi sur les r\u00e9seaux sociaux, a m\u00eame d\u00e9pli\u00e9 un matelas pour attendre la fin des embouteillages. \u00ab Le d\u00e9fi du 21e si\u00e8cle pour notre capitale, c\u2019est de simplement pouvoir se rendre au travail ! C\u2019est d\u00e9solant \u00bb, a d\u00e9plor\u00e9 Tysia Mukuna, propri\u00e9taire de l\u2019usine de caf\u00e9 \u00ab La Kinoise \u00bb. Elle affirme avoir pass\u00e9 4 heures et 45 minutes dans les embouteillages, tant \u00e0 l\u2019aller qu\u2019au retour, pour se rendre \u00e0 son usine \u00e0 Kingabwa.<\/p>\n\n\n\n<p>Depuis le 27 octobre, la Commission nationale de pr\u00e9vention routi\u00e8re (CNPR) et l\u2019Office des voiries et drainage (OVD) exp\u00e9rimentent \u2013 non sans difficult\u00e9s \u2013 cette nouvelle gestion de la circulation \u00e0 Kinshasa. Ce dispositif impose un sens unique entre 5 h et 10 h, puis de 15 h \u00e0 21 h, sur des axes souvent congestionn\u00e9s aux heures de pointe. \u00c0 l\u2019Est, le Boulevard Lumumba, au niveau de l\u2019entr\u00e9e de N\u2019djili, est concern\u00e9. \u00c0 l\u2019Ouest, plusieurs routes sont cibl\u00e9es, notamment les avenues du Tourisme et Nguma ainsi que le Boulevard du 30 Juin. L\u2019avenue des Poids Lourds, au nord-est de la ville, a \u00e9galement \u00e9t\u00e9 incluse dans ce dispositif. Les r\u00e9sultats de cette initiative restent toutefois mitig\u00e9s.<\/p>\n\n\n\n<p><strong>Aucune solution de rechange en vue<\/strong><\/p>\n\n\n\n<p>Kinshasa conna\u00eet une croissance d\u00e9mographique acc\u00e9l\u00e9r\u00e9e, avec une projection de 20 millions d\u2019habitants d&rsquo;ici 2030. Pourtant, les dirigeants congolais n\u2019ont pas mis en place de projection concr\u00e8te pour adapter leur politique \u00e0 cette r\u00e9alit\u00e9. \u00ab Un jour, nous allons nous r\u00e9veiller un matin et tous les services publics vont s\u2019arr\u00eater : eau, \u00e9lectricit\u00e9, routes\u2026 \u00bb, avait estim\u00e9 Benjamin Wenga, ancien directeur g\u00e9n\u00e9ral de l\u2019Office des voiries et drainage (OVD). La ville subit une pression consid\u00e9rable, notamment sur ses infrastructures de transport. Les embouteillages, qui causent des retards et des pertes \u00e9conomiques importantes, figurent parmi les pr\u00e9occupations majeures de la capitale. Aucune solution p\u00e9renne ne semble toutefois en vue.<\/p>\n\n\n\n<p><strong>Relance attendue du train urbain<\/strong><\/p>\n\n\n\n<p>Con\u00e7u en 2022, le projet ferroviaire MetroKin \u00e0 Kinshasa n\u2019a toujours pas \u00e9t\u00e9 lanc\u00e9. Initialement pr\u00e9vu pour mars 2024, son lancement a \u00e9t\u00e9 retard\u00e9 en raison de probl\u00e8mes fonciers. Plusieurs sites ferroviaires ont \u00e9t\u00e9 lotis \u00e0 Kinshasa. Lors du dernier s\u00e9jour de F\u00e9lix Tshisekedi en France, un protocole d\u2019accord a \u00e9t\u00e9 sign\u00e9 avec le groupe fran\u00e7ais Alstom, qui s\u2019est associ\u00e9 au consortium dirig\u00e9 par l\u2019Africa Finance Corporation (AFC) pour mettre en \u0153uvre ce projet. Ce dernier vise \u00e0 cr\u00e9er un r\u00e9seau ferroviaire d\u00e9di\u00e9 \u00e0 la mobilit\u00e9 urbaine dans la ville. Il pr\u00e9voit la modernisation d\u2019un r\u00e9seau existant sur 300 km. L\u2019une des sections importantes consiste \u00e0 r\u00e9nover 25 km de voies pour interconnecter la gare centrale de Kinshasa \u00e0 l\u2019a\u00e9roport international de N\u2019djili. La premi\u00e8re phase du projet devrait co\u00fbter 250 millions de dollars \u00e0 l\u2019\u00c9tat.
