Malgr\u00e9 des efforts de restructuration, les compagnies nationales peinent toujours \u00e0 s\u2019imposer durablement. Aujourd\u2019hui, alors que Congo Airways affronte de nouvelles difficult\u00e9s, le gouvernement envisage le lancement d\u2019Air Congo, une compagnie qui pourrait red\u00e9finir l\u2019avenir de l\u2019aviation congolaise<\/strong><\/p>\n\n\n\n<p><strong>Air Za\u00efre&nbsp;: l\u2019\u00e2ge d\u2019or de l\u2019aviation congolaise<\/strong><\/p>\n\n\n\n<p>Cr\u00e9\u00e9e en 1961 sous le nom d&rsquo;Air Congo, la compagnie est renomm\u00e9e Air Za\u00efre en 1971, sous l\u2019impulsion du pr\u00e9sident Mobutu Sese Seko. La compagnie nationale devient alors un symbole de prestige et d\u2019ambition pour le pays, avec une flotte impressionnante d&rsquo;une cinquantaine d&rsquo;appareils, dont le l\u00e9gendaire Boeing 747 \u00ab Jimbo Jet \u00bb. Air Za\u00efre desservait des destinations en Afrique, en Europe et m\u00eame en Asie, notamment en 1974 avec un vol diplomatique symbolique en DC-10 vers la Chine. Ce premier DC-10, acquis seulement trois ans apr\u00e8s son entr\u00e9e en service en 1971, montrait l\u2019importance que Mobutu accordait au secteur a\u00e9rien en tant qu\u2019outil de soft power pour le pays.<\/p>\n\n\n\n<p>La flotte comprenait alors divers appareils, tels que le DC-10, le DC-8 et plusieurs Caravelles, permettant \u00e0 la compagnie de desservir des destinations internationales et de relier les principales villes du pays.<\/p>\n\n\n\n<p><strong>Descente aux enfers<\/strong><\/p>\n\n\n\n<p>Malgr\u00e9 cette p\u00e9riode florissante, Air Za\u00efre est progressivement min\u00e9e par des probl\u00e8mes de gestion. Les r\u00e9quisitions intempestives de la flotte par l\u2019\u00e9lite politique et des membres de la famille pr\u00e9sidentielle, ainsi qu&rsquo;un manque chronique de maintenance, plongent la compagnie dans la tourmente. Au milieu des ann\u00e9es 1980, face \u00e0 la concurrence de nouveaux transporteurs priv\u00e9s, la compagnie change de gestionnaires. L\u2019administration est confi\u00e9e \u00e0 l&rsquo;Union des Transports A\u00e9riens (UTA), une soci\u00e9t\u00e9 fran\u00e7aise, qui tente de rationaliser les op\u00e9rations. Toutefois, les pillages de 1991 et la destruction de l\u2019a\u00e9roport de N\u2019djili aggravent la situation, menant \u00e0 la saisie et destruction de certains appareils embl\u00e9matiques, comme le DC-10, immobilis\u00e9 en Isra\u00ebl pour dette avant d\u2019\u00eatre d\u00e9truit en 2002. En 1994, la flotte est r\u00e9duite \u00e0 cinq appareils, et les vols internationaux sont suspendus. L\u2019ann\u00e9e suivante, la soci\u00e9t\u00e9 d\u00e9pose le bilan, marquant la fin de l&rsquo;\u00e8re d&rsquo;Air Za\u00efre.<\/p>\n\n\n\n<p><strong>\u00c9ph\u00e9m\u00e8res Lignes a\u00e9riennes congolaises (LAC)<\/strong><\/p>\n\n\n\n<p>Apr\u00e8s une d\u00e9cennie sans compagnie nationale, les autorit\u00e9s cr\u00e9ent en 2005 les Lignes a\u00e9riennes congolaises (LAC). Cependant, cette compagnie op\u00e8re avec une flotte limit\u00e9e \u00e0 seulement deux Boeing 737. Apr\u00e8s trois ans d\u2019exploitation pr\u00e9caire, l&rsquo;entreprise cesse d\u2019op\u00e9rer et dispara\u00eet du ciel congolais en 2013, m\u00eame si elle subsiste sur le plan l\u00e9gal en raison de ses actifs et passifs. En 2023, le gouvernement adopte un rapport sur sa liquidation, cl\u00f4turant d\u00e9finitivement l\u2019histoire de LAC.<\/p>\n\n\n\n<p><strong>Congo Airways : l\u2019espoir mitig\u00e9<\/strong><\/p>\n\n\n\n<p>Fond\u00e9e en 2015 avec l\u2019appui d\u2019Air France Consulting, Congo Airways vise \u00e0 offrir une alternative fiable pour les vols domestiques et r\u00e9gionaux. Dot\u00e9e initialement de deux Airbus A320 et d\u2019avions Embraer lou\u00e9s, la compagnie dessert les principales villes congolaises. Cependant, en 2023, Congo Airways est contrainte de suspendre ses op\u00e9rations en raison de l\u2019usure de ses appareils et de l\u2019expiration de son contrat de leasing avec Kenya Airways. En r\u00e9action, le gouvernement tente de renflouer la flotte : le ministre du Portefeuille, Jean-Lucien Bussa, annonce alors l\u2019acquisition de deux avions lou\u00e9s aupr\u00e8s d\u2019Air France et l\u2019achat d\u2019un appareil suppl\u00e9mentaire par la Caisse Nationale de S\u00e9curit\u00e9 Sociale (CNSS), l\u2019un des actionnaires de Congo Airways.<\/p>\n\n\n\n<p>Le 12 novembre, Congo Airways a accueilli un nouvel avion, un Boeing 737-800. C\u2019est le premier d\u2019une s\u00e9rie de trois a\u00e9ronefs annonc\u00e9s par le gouvernement. Le vol inaugural est pr\u00e9vu pour ce vendredi 15 novembre \u00e0 destination de Kindu et Lubumbashi. Avec cet appareil de location, la compagnie a\u00e9rienne va reprendre ses vols, interrompus en raison d\u2019un manque d\u2019a\u00e9ronefs.<strong>&nbsp;<\/strong><\/p>\n\n\n\n<p><strong>Relance avec Air Congo<\/strong><\/p>\n\n\n\n<p>Face aux difficult\u00e9s persistantes de Congo Airways, le gouvernement congolais pr\u00e9voit de lancer Air Congo en partenariat avec Ethiopian Airlines, qui d\u00e9tiendra 49 % de la nouvelle entit\u00e9, les 51 % restants revenant \u00e0 l\u2019\u00c9tat congolais. Le vol inaugural est fix\u00e9 pour d\u00e9cembre 2024, avec une flotte initiale de deux Boeing 737-800 pour des liaisons domestiques et r\u00e9gionales. Le choix d\u2019Ethiopian Airlines comme partenaire repose sur sa r\u00e9putation de gestion rigoureuse et son succ\u00e8s dans d\u2019autres collaborations africaines. Ce partenariat ambitionne d\u2019\u00e9viter les erreurs pass\u00e9es gr\u00e2ce \u00e0 une gouvernance partag\u00e9e et un transfert de comp\u00e9tences, renfor\u00e7ant ainsi la connectivit\u00e9 r\u00e9gionale tout en promouvant la croissance du secteur a\u00e9rien congolais.<\/p>\n\n\n\n<p>Ce projet suscite n\u00e9anmoins des interrogations sur la viabilit\u00e9 de deux compagnies nationales en RDC, alors que Congo Airways continue de lutter pour sa survie. L\u2019initiative s\u2019inscrit dans le cadre du march\u00e9 unique africain du transport a\u00e9rien (SAATM), qui vise \u00e0 lib\u00e9raliser le ciel africain et \u00e0 encourager la coop\u00e9ration entre compagnies. Dans ce contexte, le succ\u00e8s d\u2019Air Congo pourrait revitaliser le secteur, cr\u00e9er des emplois et offrir une connectivit\u00e9 accrue pour les Congolais, \u00e0 condition que les erreurs de gouvernance et les pressions politiques soient \u00e9vit\u00e9es.<\/p>\n\n\n\n<p>Le secteur a\u00e9rien en RDC reste une composante strat\u00e9gique pour le d\u00e9veloppement \u00e9conomique et l\u2019int\u00e9gration r\u00e9gionale.
