Malgr\u00e9 la pression militaire, le pr\u00e9sident de la R\u00e9publique, F\u00e9lix Tshisekedi, maintient sa position de ne pas dialoguer directement avec ce groupe rebelle.<\/strong><\/p>\n\n\n\n<p>Le pr\u00e9sident de la R\u00e9publique d\u00e9mocratique du Congo (RDC), F\u00e9lix-Antoine Tshisekedi, s\u2019est rendu discr\u00e8tement \u00e0 Luanda, le 18 f\u00e9vrier, pour une r\u00e9union avec son homologue angolais, Jo\u00e3o Louren\u00e7o. Ce dernier, qui quitte la m\u00e9diation entre Kinshasa et Kigali, prendra la pr\u00e9sidence de l\u2019Union africaine. Cette rencontre, qui s\u2019est tenue au Palais pr\u00e9sidentiel de Luanda, est la deuxi\u00e8me en moins d\u2019un mois, apr\u00e8s celle du 29 janvier dernier. Elle intervient alors que la situation s\u00e9curitaire continue de se d\u00e9grader dans l\u2019Est de la RDC.<\/p>\n\n\n\n<p>Pendant ce temps, les rebelles gagnent du terrain dans le territoire de Lubero, au Nord-Kivu, o\u00f9 la localit\u00e9 de Kitsambiro est occup\u00e9e, ce mercredi 19 f\u00e9vrier 2025, par ces insurg\u00e9s. Au Sud-Kivu, la cit\u00e9 historique de Kamanyola est \u00e9galement occup\u00e9e par les rebelles. Malgr\u00e9 ces pressions militaires, F\u00e9lix Tshisekedi ne bronche pas. Le chef de l\u2019\u00c9tat congolais continue de chercher des solutions militaires en parall\u00e8le avec les options diplomatiques existantes, telles que le sommet conjoint de la Communaut\u00e9 des \u00c9tats d\u2019Afrique de l\u2019Est et de la Communaut\u00e9 des \u00c9tats d\u2019Afrique australe (EAC-SADC).<\/p>\n\n\n\n<p>Apr\u00e8s le Burundi, l\u2019Afrique du Sud et la SADC, F\u00e9lix Tshisekedi a sollicit\u00e9 l\u2019intervention militaire du Tchad. Le pr\u00e9sident de la R\u00e9publique, \u00e0 travers son envoy\u00e9 sp\u00e9cial, le ministre Didier Mazenga, a demand\u00e9 \u00e0 son homologue tchadien, Mahamat Idriss D\u00e9by, une aide militaire \u00ab sous toutes formes \u00bb.<\/p>\n\n\n\n<p><strong>Pas de dialogue avec le M23<\/strong><\/p>\n\n\n\n<p>Lors du sommet conjoint de l\u2019EAC-SADC, un appel au dialogue a \u00e9t\u00e9 lanc\u00e9 pour mettre un terme au conflit dans l\u2019Est congolais. Mais Kinshasa refuse toujours de discuter avec le M23, qu\u2019il consid\u00e8re comme un groupe \u00ab terroriste \u00bb. Mais au-del\u00e0 de cette consid\u00e9ration, F\u00e9lix Tshisekedi a de bonnes raisons pour maintenir une telle position malgr\u00e9 des revers militaires sur la ligne du front. En effet, l\u2019actuel pr\u00e9sident refuse de porter la lourde responsabilit\u00e9 de compromettre l\u2019int\u00e9grit\u00e9 du pays. Les n\u00e9gociations avec les rebelles du M23 conduiraient \u00e0 rouvrir la bo\u00eete de Pandore sur les accords du 23 mars 2009 sign\u00e9s entre le gouvernement de Joseph Kabila et la r\u00e9bellion du Congr\u00e8s national pour la d\u00e9fense du peuple (CNDP) dirig\u00e9e par Laurent Nkunda. Ces accords contiennent une clause demandant la mise en place d\u2019un nouveau mod\u00e8le de d\u00e9coupage du territoire national fond\u00e9 sur \u00ab la n\u00e9cessit\u00e9 d\u2019une meilleure prise en compte possible des r\u00e9alit\u00e9s sociologiques du pays \u00bb. L\u2019accord inclut aussi la reconnaissance des provinces du Nord et du Sud-Kivu comme des \u00ab zones sinistr\u00e9es \u00bb. Si une telle disposition \u00e9tait appliqu\u00e9e, cela risquerait d\u2019\u00eatre le d\u00e9but d\u2019une balkanisation du pays. Et F\u00e9lix Tshisekedi refuse d\u2019endosser une telle responsabilit\u00e9 face \u00e0 l\u2019histoire.<\/p>\n\n\n\n<p><strong>Les \u00e9v\u00eaques pr\u00eachent dans le d\u00e9sert<\/strong><\/p>\n\n\n\n<p>Pendant que les \u00e9v\u00eaques de la Conf\u00e9rence \u00e9piscopale nationale du Congo (CENCO) et les r\u00e9v\u00e9rends de l\u2019\u00c9glise du Christ au Congo (ECC) sollicitent un cessez-le-feu lors de leur rencontre avec Corneille Nangaa, \u00e0 Goma, les combats continuent et les rebelles menacent de prendre le contr\u00f4le du territoire d\u2019Uvira, au Sud-Kivu. Avec l\u2019ascendance militaire des rebelles sur les diff\u00e9rentes lignes de front, il est difficile qu\u2019ils troquent leur avantage de terrain contre un cessez-le-feu qui risquerait de permettre aux Forces arm\u00e9es de la RDC de se r\u00e9organiser.<\/p>\n\n\n\n<p>Les pr\u00e9lats ne perdent pas espoir dans la r\u00e9solution pacifique de ce conflit. Ils ont rencontr\u00e9 le pr\u00e9sident kenyan, William Ruto, et pr\u00e9voient de rencontrer le pr\u00e9sident ougandais, Yoweri Museveni, avant de s&rsquo;envoler pour la Tanzanie et le Burundi. La CENCO-ECC pr\u00e9voit aussi d\u2019\u00eatre re\u00e7ue \u00e0 Brazzaville, en R\u00e9publique du Congo, par le pr\u00e9sident Denis Sassou Nguesso.
