Cette r\u00e9ussite marque le retour en force d\u2019une musique locomotive du continent : la rumba. De Kinshasa \u00e0 Paris, elle s\u2019impose comme une puissance culturelle mondiale. Pourtant, derri\u00e8re ce rayonnement, une question persiste : pourquoi ce succ\u00e8s ne se traduit-il pas encore en richesse durable pour ses cr\u00e9ateurs en Afrique ? L\u2019\u00e9cosyst\u00e8me num\u00e9rique du pays, comme du continent, ne permet pas encore aux artistes de g\u00e9n\u00e9rer des revenus d\u00e9cents.<\/strong><\/p>\n\n\n\n<p>Aujourd\u2019hui, pour qu\u2019un musicien francophone vive de son art, il doit conqu\u00e9rir le march\u00e9 culturel fran\u00e7ais. Longtemps consid\u00e9r\u00e9e comme l\u2019une des musiques les plus influentes du continent, la musique congolaise continue de marquer les sc\u00e8nes internationales. H\u00e9riti\u00e8re de la rumba et du soukous, elle a fa\u00e7onn\u00e9 des genres \u00e0 travers l\u2019Afrique et au-del\u00e0, influen\u00e7ant m\u00eame certaines musiques latino-am\u00e9ricaines et europ\u00e9ennes. \u00c0 ce jour, cette influence s\u2019est amplifi\u00e9e avec le num\u00e9rique. Les artistes congolais dominent une partie des plateformes de streaming en Europe. Selon une analyse r\u00e9cente relay\u00e9e par plusieurs m\u00e9dias, pr\u00e8s de 30 % des streams r\u00e9alis\u00e9s en France proviendraient d\u2019artistes d\u2019origine congolaise, illustrant le poids consid\u00e9rable de cette sc\u00e8ne dans l\u2019\u00e9conomie culturelle francophone.<\/p>\n\n\n\n<p>Mais ce succ\u00e8s cache une r\u00e9alit\u00e9 plus contrast\u00e9e. Car si la musique congolaise rayonne, sa mon\u00e9tisation reste largement insuffisante en Afrique. Le probl\u00e8me est ancien : faiblesse des droits d\u2019auteur, absence de structuration industrielle et manque de r\u00e9gulation. \u00ab Les artistes ne peuvent pas vivre de leurs \u0153uvres \u00bb, d\u00e9plorait d\u00e9j\u00e0 un professionnel du secteur, pointant notamment le non-paiement des droits par certains diffuseurs. Ce paradoxe est aujourd\u2019hui au c\u0153ur des d\u00e9bats. L\u2019Afrique musicale b\u00e9n\u00e9ficie d\u2019une visibilit\u00e9 mondiale croissante, port\u00e9e par le streaming et les r\u00e9seaux sociaux.<br>Mais cette expansion s\u2019accompagne d\u2019un mod\u00e8le \u00e9conomique fragile, o\u00f9 les revenus restent faibles et mal redistribu\u00e9s. Des m\u00e9dias internationaux soulignent que la faible structuration des droits et des revenus du streaming freine encore la transformation de ce succ\u00e8s en richesse durable.<\/p>\n\n\n\n<p><strong>Fally Ipupa contraint de s\u2019exporter pour mieux gagner<\/strong><\/p>\n\n\n\n<p>Pour vivre de son art, la star de la rumba congolaise Fally Ipupa est contrainte de s\u2019exporter. L\u2019artiste de 48 ans, cr\u00e9dit\u00e9 de 400 000 albums vendus et de plus de 4 milliards de streams selon M6 Info, est enregistr\u00e9 au SNEP, le Syndicat national de l\u2019\u00e9dition phonographique en France. Fally Ipupa est ainsi devenu le premier artiste africain r\u00e9sidant en Afrique \u00e0 int\u00e9grer le Top Albums SNEP. Au pays, la Soci\u00e9t\u00e9 congolaise des droits d\u2019auteur et des droits voisins (SOCODA) ne fonctionne pas \u00e0 plein r\u00e9gime. Les artistes ne per\u00e7oivent pas r\u00e9guli\u00e8rement les redevances qui leur sont dues. C\u2019est pourquoi d\u2019autres figures, comme Koffi Olomide, sont \u00e9galement enregistr\u00e9es en France pour la gestion de leurs droits. R\u00e9sultat : une d\u00e9pendance persistante aux march\u00e9s \u00e9trangers. Concerts en diaspora, signatures avec des labels internationaux, collaborations globales : autant de leviers qui renforcent la visibilit\u00e9, mais d\u00e9placent souvent la valeur hors du continent. Pendant ce temps, les march\u00e9s locaux restent limit\u00e9s par un faible pouvoir d\u2019achat et des infrastructures culturelles encore insuffisantes.<\/p>\n\n\n\n<p>Pourtant, les signaux d\u2019espoir existent. La croissance du streaming en Afrique, l\u2019\u00e9mergence de nouveaux artistes et l\u2019int\u00e9r\u00eat accru des investisseurs pourraient transformer l\u2019\u00e9cosyst\u00e8me. Un autre frein majeur reste le syst\u00e8me de paiement en ligne, qui accuse un grand retard en RDC et dans bien d\u2019autres pays africains. \u00c0 l\u2019\u00e9poque du p\u00e8re de l\u2019afrobeat, Fela Kuti, on pouvait dire : \u00ab Ma musique n\u2019est pas faite pour divertir, mais pour faire passer un message \u00bb. Un demi-si\u00e8cle plus tard, la formule ne convient plus gu\u00e8re \u00e0 ses lointains h\u00e9ritiers. Aujourd\u2019hui, son afrobeat est devenu un style qui enrichit des artistes au Nigeria et ailleurs. D\u2019o\u00f9 la n\u00e9cessit\u00e9 de structurer l\u2019industrie, dont l\u2019essentiel des ventes se fait d\u00e9sormais en streaming.<\/p>\n\n\n\n<p><strong>Comment retenir les recettes des artistes sur le continent ?<\/strong><\/p>\n\n\n\n<p>L\u2019Afrique doit penser \u00e0 une meilleure gestion des droits, \u00e0 des politiques publiques adapt\u00e9es et au d\u00e9veloppement d\u2019une industrie musicale locale solide pour retenir les artistes et capter les dividendes sur place. Le double concert de Fally Ipupa aurait g\u00e9n\u00e9r\u00e9 pr\u00e8s de 20 millions d\u2019euros en France. Des fonds qui b\u00e9n\u00e9ficient \u00e0 l\u2019\u00e9conomie fran\u00e7aise alors que l\u2019Afrique, et la RDC en particulier, auraient pu capitaliser ces recettes. La billetterie a g\u00e9n\u00e9r\u00e9 plusieurs millions d\u2019euros, sans compter l\u2019h\u00f4tellerie et la restauration occup\u00e9es par les spectateurs venus d\u2019Europe et d\u2019Afrique. Un \u00e9v\u00e9nement de cette ampleur active toute une cha\u00eene de valeur : h\u00f4tels, transports, restauration, tourisme. Si ces \u00e9v\u00e9nements se d\u00e9roulaient sur le continent d\u2019origine des artistes, l\u2019Afrique capterait ces recettes. Encore faudrait-il que le pouvoir d\u2019achat des spectateurs permette d\u2019assister \u00e0 de tels concerts, avec des prix de billets comparables \u00e0 ceux pratiqu\u00e9s au Stade de France.<\/p>\n\n\n\n<p>\u00c0 ce jour, la musique congolaise est une puissance culturelle incontest\u00e9e. Son avenir d\u00e9pendra d\u2019une question cruciale : saura-t-elle enfin transformer son succ\u00e8s en v\u00e9ritable industrie mon\u00e9tis\u00e9e ? Le pays ne semble pas encore pr\u00eat \u00e0 s\u2019engager pleinement sur cette voie.
